I am still unclear why Program Files and Program Data are not in sync. Is Program Data supposed to retain everything you ever installed on your PC? If so, why? Because some devs are lazy. Nevermind, the answer. Wrong reading. I thought you asked why uninstalled programs don't take their garbage with them.

Yes program data is a hidden folder, because it contains, as its name suggests, data of programs and really shouldn't be touched, unless you know what you're doing. You should be installing programs to program files, that's the proper default place for programs to be installed.
